PARENT'S HANDBOOK
I. Organization Responsibilities
BOARD OF DIRECTORS - The Charleston Swim Club Board of Directors is responsible for coordinating all swim team efforts with the Charleston Parks and Recreation Department.
A. Central Illinois Swim Conference (CISC)
The Board of Directors will attend meeting of the CISC. He/She will vote on behalf CSC. The coach of the club may also attend, and vote, if the Board of Directors cannot be present.
B. CISC and Competitive Swim Eligibility
The Board of Directors and coaches will establish the criteria for eligibility to enter CISC meets, Centralia Invitational, team meets, or USS meets scheduled.
Swimmers will be provided (at practice) with sign-up sheets for the CISC and other team meets to indicate which events they would prefer to compete. This information will be given to the coach to determine the events for each swimmer. The assignments will be determined on the basis of times and the needs of the team. A preference marked by the swimmer is NOT a guarantee that they will compete in that event. Any swimmer who is not swimming for points may be allowed to swim exhibition.
C. Equipment Request
All equipment repairs and new equipment requests for use by the CSC at the Rotary Pool must be coordinated with the Charleston Parks & Rec. Dept.
D. Facility Use
If any of the activities of the CSC Penguins involve the use of the facilities of Eastern Illinois University, the Board of Directors or his/her designee will represent the Club and convey requests for use of the facilities to the Charleston Parks & Rec. Dept. The Board of Directors will represent the CSC with officials of the Charleston Parks & Rec. Dept. and the University to coordinate the needs of the Program, the Parks & Rec. Dept. and the University. At no time should any member of the CSC or their parents directly approach officials at E.I.U. regarding use of intended use of the facilities. All problems and complaints with the facility must follow this established procedure.
E. Coordination with the Charleston Parks & Recreation Department
All information and activities on the swim team will be provided to the Charleston Parks & Rec. Dept. on a timely basis to allow input for them.
F. Fund-Raising
The CSC will raise funds to support itself. These funds will be deposited in a special account through the Parks & Rec. Dept. These funds will be used solely for the Charleston Swim Club.
II. Behavior Expectations
A. Swimmer Behavior Expectations
Each swimmer is expected to develop self-discipline based on the respect for others. The Charleston Swim Club program will assist in this development by providing the necessary guidance and direction to aid individual swimmers as they become responsible competitors in individual and team events.
Rules include, but are not limited to:
1. Swimmers will respect and be supportive of each other. There will be no talking back to coaches, swearing, fighting, endangering the safety of others, or physically or verbally teasing others.
2. Swimmers will respect all property. There will be no vandalism or misuse of Padovan Pool and locker rooms, Rotary Pool and locker rooms, or of any other facilities used/visited by the team.
3. Swimmers will respect and follow the instruction of the coaches the first time directions are given. Swimmers will be quiet and attentive to the coach when instructions are being given.
4. Swimmers will conduct themselves as responsible competitors and demonstrate good sportsmanship both in practice and in competitive swim meets. There will be no name calling, swearing, “booing”, or fighting.
B. Management of Inappropriate Behaviors
The management of inappropriate behaviors shall include, but not be limited to:
1. Coach will issue verbal warning.
2. Coach will request the swimmer to serve a 5 minute “time-out” on the pool deck if verbal warning is ignored.
3. Coach may request that a swimmer “get dressed” after 3 time-outs in one session have been unproductive. Swimmer is expected to wait in the pool area until parent picks them up.
4. Coach may request a conference with the Board of Directors and parent(s) if inappropriate behaviors continue and/or if they interfere with the effectiveness of the program.
5. Parents are expected to assist in the management of their swimmer’s behavior. Parents need to reward their swimmers’ efforts and encourage the development of a positive attitude toward the program.
6. Parents are requested to assist all swimmers in following the rules during practice and swim meets. Supervision in the locker rooms is requested during practice and swim meets.
C. Parent Responsibility
All parents are responsible for encouraging their swimmers to support individual and team achievement. By understanding the expectations of all swimmers and following the rules, the Charleston Swim Club will continue to be a positive and rewarding learning experience for its participants.
III. Awards
At the conclusion of the CISC season, the CSC recognizes accomplishments of the participating swimmers with the following awards:
A. Memorial and Most Valuable Swimmer Awards
· THOMPSON AWARD - This award is given to the male swimmer who best embodies the spirit of the Charleston Swim Club. The recipient is chosen by the coaches based on a number of important factors including leadership, attitude, effort, and performance. Recipients strive for excellence both in and out of the water. They give 100% at both practices and meets. They demonstrate team spirit and great responsibility. They respect the sport, their fellow athletes, their coaches, and their opponents.
The Thompson Award is a memorial award for George, Dale and Andy Thompson who were among the earlier members of the Charleston Swim Club. The Thompson's swam for the CSC for many years until their deaths in an automobile accident in 1971.
· DAWSON AWARD - This award is given to the female swimmer who best embodies the spirit of the Charleston Swim Club. The recipient is chosen by the coaches based on a number of important factors including leadership, attitude, effort, and performance. Recipients strive for excellence both in and out of the water. They give 100% at both practices and meets. They demonstrate team spirit and great responsibility. They respect the sport, their fellow athletes, their coaches, and their opponents. The Dawson Award is a memorial award for John Dawson who was among the first members of the Charleston Swim Club. John also participated in swimming at the club level for Charleston High School until his death in a grain elevator accident in 1972.
· MOST VALUABLE SWIMMER (Age Group Award) - These awards will be given to the highest scoring swimmer, male or female, by age group. Only individual events (excluding Olney Invitational) scored during the summer competitive season will be included. In the event of a tie, multiple awards will be given. There will be one award for each of the following age groups: 6 and under; 7 & 8; 9 & 10; 11 & 12; 13 & 14; 15 to 18.
B. Coaches Awards
· MOST IMPROVED SWIMMER - These awards will be given to those swimmers who demonstrate the most personal improvement during the CISC season. These awards will be determined by the coaches with approval of the Board of Directors. There will be one award for a boy and one award for a girl in each of the following age groups: 10&Under; 11&Up.
· ELLIOTT MCGILL AWARD - These awards will be presented to one young man and one young woman ages 11 and Up who embody the ideals put forth by former coach Elliott McGill. These include teamwork, a positive outlook, determination, and a willingness to put the needs of the team ahead of personal glory. These awards will be determined by the coaches with the approval of the Board of Directors.
. PENGUIN AWARD - These awards will be given to one boy and one girl aged 10&Under who show great team spirit, a willingness to try hard, and enthusiasm for the sport. These awards will be determined by the coaches with approval of the Board of Directors.
IV. Standing Committees
A. Swim Meet - Chairman Duties
· TIMERS - Responsible for providing one individual to operate the electronic timing system and six individuals to operate hand-held watches for home meets. The chair will also provide six timers for away meets; provide training for both hand-held and electronic timing. Insure that CSC stop watches are available for each timer.
· SCORE KEEPERS/RIBBON WRITERS - Responsible for providing two scorers for home meets and one scorer for away meets. The Chair will also provide the appropriate number of ribbon writers (generally three) for home and away meets. Insures that ribbons have been ordered through the Board of Directors in advance of need. The Chair will also be responsible for insuring ribbons are available at all meets.
· POOL PREPARATION - Responsible for the proper set up of Rotary pool for all home meets. Pool is to be ready prior to team warm-ups.
Duties include, but are not limited to:
1. Arranging volunteers for home meet a.m. set-up
2. Setting up the electronic timing system
3. Placing lane lines and backstroke flags
4. Setting up tables for scorers and ribbon writers
5. Setting up chairs for scorers, bullpen and lanes
5. Install false-start rope at mid pool
· STROKE JUDGES/STARTERS - Responsible for having stroke judges at home meets and away meets. The Chair is also responsible for a starter for home meets. Responsible for providing the starting system and disqualification sheets at home meets. Insures that training for stroke judges is offered for volunteer parents.
· BULLPEN - Responsible for having the appropriate number of adults managing the bullpen at home and away meets (generally 3). In addition, the Chair will obtain a copy of the line-up from the coach and help complete event cards prior to all meets.
B. Special Committees
· RECORDS BOARD - The Chair will be responsible for keeping the CSC record board updated, in cooperation with the Parks & Rec. Dept.
· SUMMER TEAM PICTURES - Responsible for working with the Parks & Rec. Dept. in the scheduling of team pictures. Chairman is also responsible for collecting fees and distributing pictures.
· PUBLICITY - The Chair will prepare news releases on swim meets to the Charleston Times-Courier. Accuracy shall be maintained in providing all information to the newspaper. Public relations stories are also appropriate to showcase the Swim Team in the community. Insure that pictures of Centralia, Awards Picnic and other events are taken and delivered to the newspaper in a timely manner.
· FUND-RAISING/CONCESSION COMMITTEE - The Chair is responsible for the organization of concessions for all home meets.
V. Head Coach Responsibilities
A. General Coaching Responsibilities
1. Preside over team practices and meets
2. Provide workout plan for swimmers by age group and abilities
3. Implement the Behavior Management policy
4. Responsible for developing the line-up for each meet, and electronically sending to host team by established deadline using Meet Manager software
5. Supervise assistant coaches
6. Assist with award selection at the end of the summer season
7. Bring concerns or information to the attention of the Board of Directors, as needed
B. Meet Responsibilities
I. Determine meet line-up according to the stated policies of the team
II. Give a copy of the line-up to the Board of Directors for proper dissemination to committee chairs
III. Make final adjustments, if needed, on the day of the meet and inform the bullpen committee chairman
IV. Encourage swimmers’ enthusiasm and team spirit before, during and after each race, through team and individual “pep talks”
VI. Swimmers Code of Conduct
All swimmers are expected to conduct themselves both at practice and at swim meets in a manner appropriate to their responsibilities as representatives of their respective CISC team.
We know that you will gain a very valuable experience from this swimming season. Due to the number of participants in our program, and in order to assure fairness, equal opportunity, and to make the season more worthwhile for all, the following rules apply toward conduct. Failure to comply with these rules may result in disciplinary action.
a. SPORTSMANSHIP- All swimmers shall be expected to show good sportsmanship at all times. Coaches may establish rules of conduct for their swimmers, which require appropriate behavior and encourage good sportsmanship.
b. FIGHTING – Fighting is prohibited. Immediate ejection from the meet and a one meet suspension for all participants of the fight (swimmer, parent, or coach). If any laws are broken, the situation may be handled by the police, however, irrespective of police involvement, the coach and/or spectator will also be required to leave the facilities immediately. Prior to the next meet, the coach and/or adult rep. supervisor will notify all CISC teams of the event and the identity of all those involved. Named fight participants will be prohibited from attending CISC functions for one (1) year, unless modified by a majority vote of CISC members during a regularly scheduled CISC meeting.
c. EJECTION BY AN OFFICIAL – (swimmer, parent, or coach) Ejection from a meet by an official shall result in the subject leaving the facilities that day and being prohibited from attending the next meet. Repeated ejections shall result in the subject being prohibited from attending any CISC functions.
d. USE OF PROFANITY – Swimmer, Parent and Coaches will refrain from the use of profanity, during practice and meets. No exceptions.
e. DRUGS, ALCOHOL AND/OR TOBACCO – (Swimmer, Parent, and Coach) Except with respect to prescription drugs used by the person for whom such drugs were prescribed in the manner intended by the prescribing medical doctor, the possession, use distribution, purchase or sale of any alcoholic beverage, drug, drug paraphernalia, performance altering substance, controlled substance, look-alike tobacco or tobacco product, or any other substance which, when taken into the human body, is intended to alter mood or mental state, including any item or substance which is represented by an athlete, or is believed by an athlete to be any of the foregoing, regardless of the true nature or appearance of the substance, is prohibited during practice, meets, or any related events at any time. This prohibition shall include all CISC sponsored or CISC related activities, whether held before meets, during meets, evenings or weekends.
PRESCRIPTION DRUGS/MEDICAL CONDITIONS - Parents are encouraged to inform their child’s coach about any prescription drugs and/or medical conditions that may affect the swimmer’s ability to practice or swim.
VII. Parents Code of Conduct
1) I hereby agree to provide positive support, care and encouragement for my child participating in youth swimming by following this Parents’ Code of Conduct.
2) I will encourage good sportsmanship by demonstrating positive support for all swimmers, coaches and officials at every meet, practice or other youth swimming event.
3) I will place the emotional and physical well being of my child ahead of my personal desire to win.
4) I will insist that my child swim in a safe and healthy environment.
5) I will expect that my child’s coach be trained in the responsibilities of being a youth swim coach and that the coach upholds the Coaches’ Code of Ethics.

7) I will demand a sports environment for my child that is free from drugs, tobacco and alcohol and will refrain from their use at all CISC events.
8) DRUGS, ALCOHOL AND/OR TOBACCO – (Parent, Player, and Coach) Except with respect to prescription drugs used by the person for whom such drugs were prescribed in the manner intended by the prescribing medical doctor, the possession, use, distribution, purchase or sale of any alcoholic beverage, drug, drug paraphernalia, performance altering substance, controlled substance, look-alike tobacco or tobacco product, or any other substance which, when taken into the human body, is intended to alter mood or mental state, including any item or substance which is represented by an athlete, or is believed by an athlete to be any of the foregoing, regardless of the true nature or appearance of the substance, is prohibited during practice, meets, or any related events at any time. This prohibition shall include all CISC sponsored or CISC related activities, whether held before meets, during meets, evenings or weekends. For purposes of this policy, swimmers who are under the influence of prohibited substances shall be treated in the same manner as though they had prohibited substances in their possession. I will not smoke around the pool during meets.
9) I will remember that the meet is for youths – not adults.
10) I will do my very best to make youth swimming fun for my child.
11) FIGHTING – Fighting is prohibited. Immediate ejection from meet and a one meet suspension for all participants of the fight (swimmer, parent, or coach). If any laws are broken, the situation may be handled by the police, however, irrespective of police involvement, the coach and/or spectator will also be required to leave the facilities and be prohibited from attending CISC functions for up to 1 year. I will ask my child to treat other swimmers, coaches, fans and officials with respect regardless of race, sex, creed or ability.
12) I will help my child enjoy the youth swimming experience by doing whatever I can, such as being a respectful fan, assisting with coaching, or providing transportation.
13) I understand that the immediate pool deck will be used only for coaches and swimmers. No parents will be allowed to go onto the immediate pool deck during meets, unless deemed medically necessary. The following are consequences of doing so.
a) First time, the parent will be asked to leave the pool deck to return to the spectator area.
b) Second time, the parent will be asked to leave the pool deck and return to the spectator area with their child.
c) Third time, the parent and child will be asked to leave the pool and the child will be suspended for one (1) meet.
d) The fourth time, the child will be removed from the team.

a. SPORTSMANSHIP- All swimmers shall be expected to show good sportsmanship at all times. Coaches may establish rules of conduct for their swimmers, which require appropriate behavior and encourage good sportsmanship.
b. FIGHTING – Fighting is prohibited. Immediate ejection from the meet and a one meet suspension for all participants of the fight (swimmer, parent, or coach). If any laws are broken, the situation may be handled by the police, however, irrespective of police involvement, the coach and/or spectator will also be required to leave the facilities immediately. Prior to the next meet, the coach and/or adult rep. supervisor will notify all CISC teams of the event and the identity of all those involved. Named fight participants will be prohibited from attending CISC functions for one (1) year, unless modified by a majority vote of CISC members during a regularly scheduled CISC meeting.
c. EJECTION BY AN OFFICIAL – (swimmer, parent, or coach) Ejection from a meet by an official shall result in the subject leaving the facilities that day and being prohibited from attending the next meet. Repeated ejections shall result in the subject being prohibited from attending any CISC functions.
d. USE OF PROFANITY – Swimmer, Parent and Coaches will refrain from the use of profanity, during practice and meets. No exceptions.
e. DRUGS, ALCOHOL AND/OR TOBACCO – (Swimmer, Parent, and Coach) Except with respect to prescription drugs used by the person for whom such drugs were prescribed in the manner intended by the prescribing medical doctor, the possession, use distribution, purchase or sale of any alcoholic beverage, drug, drug paraphernalia, performance altering substance, controlled substance, look-alike tobacco or tobacco product, or any other substance which, when taken into the human body, is intended to alter mood or mental state, including any item or substance which is represented by an athlete, or is believed by an athlete to be any of the foregoing, regardless of the true nature or appearance of the substance, is prohibited during practice, meets, or any related events at any time. This prohibition shall include all CISC sponsored or CISC related activities, whether held before meets, during meets, evenings or weekends.
PRESCRIPTION DRUGS/MEDICAL CONDITIONS - Parents are encouraged to inform their child’s coach about any prescription drugs and/or medical conditions that may affect the swimmer’s ability to practice or swim.
VII. Parents Code of Conduct
1) I hereby agree to provide positive support, care and encouragement for my child participating in youth swimming by following this Parents’ Code of Conduct.
2) I will encourage good sportsmanship by demonstrating positive support for all swimmers, coaches and officials at every meet, practice or other youth swimming event.
3) I will place the emotional and physical well being of my child ahead of my personal desire to win.
4) I will insist that my child swim in a safe and healthy environment.
5) I will expect that my child’s coach be trained in the responsibilities of being a youth swim coach and that the coach upholds the Coaches’ Code of Ethics.
6) EJECTION BY AN OFFICIAL – (swimmer, parent, or coach) Ejection from a swim meet by an official shall result in the subject leaving the facilities that day and being prohibited from attending the next meet. Repeated ejections shall result in the subject being prohibited from attending any CISC functions. I will support coaches and officials working with my child, in order to encourage a positive and enjoyable experience for all.
7) I will demand a sports environment for my child that is free from drugs, tobacco and alcohol and will refrain from their use at all CISC events.
8) DRUGS, ALCOHOL AND/OR TOBACCO – (Parent, Player, and Coach) Except with respect to prescription drugs used by the person for whom such drugs were prescribed in the manner intended by the prescribing medical doctor, the possession, use, distribution, purchase or sale of any alcoholic beverage, drug, drug paraphernalia, performance altering substance, controlled substance, look-alike tobacco or tobacco product, or any other substance which, when taken into the human body, is intended to alter mood or mental state, including any item or substance which is represented by an athlete, or is believed by an athlete to be any of the foregoing, regardless of the true nature or appearance of the substance, is prohibited during practice, meets, or any related events at any time. This prohibition shall include all CISC sponsored or CISC related activities, whether held before meets, during meets, evenings or weekends. For purposes of this policy, swimmers who are under the influence of prohibited substances shall be treated in the same manner as though they had prohibited substances in their possession. I will not smoke around the pool during meets.
9) I will remember that the meet is for youths – not adults.
10) I will do my very best to make youth swimming fun for my child.

I will ask my child to treat other swimmers, coaches, fans and officials with respect regardless of race, sex, creed or ability.
12) I will help my child enjoy the youth swimming experience by doing whatever I can, such as being a respectful fan, assisting with coaching, or providing transportation.
13) I understand that the immediate pool deck will be used only for coaches and swimmers. No parents will be allowed to go onto the immediate pool deck during meets, unless deemed medically necessary. The following are consequences of doing so.
a) First time, the parent will be asked to leave the pool deck to return to the spectator area.
b) Second time, the parent will be asked to leave the pool deck and return to the spectator area with their child.
c) Third time, the parent and child will be asked to leave the pool and the child will be suspended for one (1) meet.
d) The fourth time, the child will be removed from the team.
